What
The European Committee of the Regions (CoR), in cooperation with the Portuguese Presidency of the Council of the European Union (EU), organises a Multilevel Climate and Energy Dialogue on the Renovation Wave in Member States' Recovery and Resilience Plans. This event is an open exchange bringing together local and regional authorities, Member States' permanent representations to the EU, the European Parliament and the European Commission. The following questions are intended to guide the dialogue:
To what extent and through which methods has your Member State involved local and regional authorities in the drafting of Recovery and Resilience Plans?
What role has the Renovation Wave in your country's Recovery and Resilience Plans and how do you expect local and regional authorities to contribute to the success of both the Renovation Wave and the Recovery and Resilience Plan?
The COVID-19 crisis has put the spotlight on our buildings, their importance in our daily lives and their fragilities. Buildings are responsible for about 40% of the EU's energy consumption, and 36% of greenhouse gas emissions. Currently, only 1% of buildings undergo energy efficient renovation annually. The renovation of the EU's building stock is therefore crucial to making Europe climate-neutral by 2050. With nearly 34 million Europeans unable to afford keeping their homes heated, public policies to promote energy efficient renovation are also a response to tackle energy poverty. By 2030, 35 million buildings could be renovated and up to 160,000 additional green jobs created in the construction sector. The European Commission published the Renovation Wave Strategy on 14 October 2020.

This dialogue would serve as a follow-up to the Multilevel Climate and Energy Dialogue on the Renovation Wave, organised together with the Permanent Representation of the Federal Republic of Germany to the European Union, on the 22nd of October 2020.
